Man charged after dog found frozen to ground

A Memphis man is behind bars, charged with aggravated animal cruelty after police made a shocking discovery in the man's backyard.

Zangerio Dogan told police he hadn't seen his dog in more than three weeks.

Police found that dog yesterday in his yard, dead and frozen to the ground.

Neighbors along Smith Haven said what police found in this backyard Monday was sickening.

"Makes me sick if you can't bring a dog in the house and feed him," said neighbor Frank Bursi.

Dogan is charged with aggravated animal cruelty.

Police said Dogan's pit bull was found chained to a basketball goal near the kennel.

He was frozen to the ground.

It appeared it'd been days since the dog had been fed.

"People that have dogs, bring them in the house," continued Bursi.

Police said Dogan's sister, Tiffany Freeman, owns the house just off Pendleton.
The police report said Freeman thought Dogan picked his dog up two weeks ago.
